EMM-Registered state in 4G network
In EMM-Registered state, the UE has successfully completed the Attach procedure and is registered with the 4G Evolved Packet System (EPS) network.
So that, the UE is registered and authenticated with the EPS network, and the network maintains context information about the UE, such as its current location, assigned IP address, and other session-related parameters.
