Basic Procedures in 2G and 3G
For the UE to be able to send and receive data to and from the PDN, it must make the following two steps,

- First, it should register to the network. This procedure is called the 'Attach procedure'.
- Second, the UE should create a tunnel between itself and the GGSN. The data between the UE and the PDN will move into this tunnel. This tunnel is called the 'PDP', and this procedure is called 'PDP context activation'
In summary, The UE makes the following procedures in order to be able to send and receive data to and from the PDN,
- The UE makes an 'attach procedure' to the network.
- The UE makes 'PDP context activation' procedure with the network.
After those two steps , the UE will be able to send and receive data to and from the PDN.
