Voice Centric UE
"Voice centric" UE will always prioritise the availability of voice service.
If the UE is not able to access voice service while camping on E-UTRAN (4G), due to CSFB and IMS voice service are not enabled. In this case, the UE will disable E-UTRAN (4G) service, and move to UTRAN (3G) or GERAN (2G) in order to be able to access the voice service.
