Data Centric UE

"Data centric" UE does not disable the E-UTRAN (4G) capability if voice services cannot be obtained.

Therefore, even if the CSFB and IMS voice service are not enabled in E-UTRAN (4G), the UE may remain camping on E-UTRAN (4G). And the UE will not obligate itself to move to UTRAN (3G) or GERAN (2G) to obtain the voice service.
